Step 1
Preheat oven to broil with a rack 6 inches from heat source, and heat a 10-inch cast iron skillet over medium-high. Add beef, and cook, undisturbed, until well browned on underside, about 3 minutes. Stir in onion, and continue to cook, stirring occasionally, until beef is cooked through, about 3 minutes.
Step 2
Add garlic, chili powder, salt, and smoked paprika; cook over medium, stirring often, until fragrant, about 1 minute. Stir in black beans and Picante Sauce. Reduce heat to low, add cream cheese and 3/4 cup of the Pepper Jack cheese, and cook, stirring constantly, until melted and smooth, about 2 minutes. Remove from heat and spread into an even layer.
Step 3
Sprinkle beef mixture evenly with remaining 1 1/4 cups Pepper Jack cheese. Transfer to preheated oven, and broil until cheese is melted and dip is bubbly around the edges, 3 to 4 minutes. Garnish with red onion, avocado, tomatoes, and cilantro. Serve with tortilla chips.
