Cook and drain pasta according to package directions. Reserve 1/2 cup pasta cooking water.
Heat olive oil over medium heat. Add garlic and onion and sauté until translucent. Add anchovy paste, fennel seed, red pepper and tomato paste and stir.
Add vodka and cook until reduced by half.
Add tomato soup, heavy cream, cooked pasta, reserved pasta water and Parmesan cheese and cook and stir until hot (do not boil).
Spoon into bowls and top with basil and additional shaved Parmesan.
